  • SEAN KALI-RAI - Managing Partner

    Sean lives in California since 1975. He graduated from Santa Clara University with a B.S. in Economics. Sean is a licensed California Real Estate Broker since 1990. Former San Jose Mayoral Budget & Policy Aide 1999-2000. Former Finance Director - B.A.R.T. to San Jose campaign in 2000. Founder Silicon Valley Cannabis Alliance. Co-Founder Silicon Valley Restaurant Association. In 2022 Sean was awarded by the entire San Jose City Council a Proclamation for Good Public Policy and advances safety and welfare of San Jose residents.

  • EDDIE TRUONG - Partner

    Eddie Truong started his career by managing local candidate campaigns in San Jose and established his government affairs experiences through business trade groups, such as the Silicon Valley Leadership Group and the San Jose Chamber of Commerce. He specializes in economic development, education/workforce development consulting, and lobbying.


    In 2019, Eddie was recognized as a “Millennial Mover & Shaker” by Assembly Member Evan Low for his significant contributions supporting the local business community. In 2020, he was awarded the Hathaway Staff Person of the Year Award at the Western Association of Chamber Executives Conference.


    Eddie is the proud son of Vietnamese political refugees and a lifelong resident of San Jose, graduating from Evergreen Valley High School and earning his B.A. in Asian American Studies from the University of California, Davis.


  • VICTOR GOMEZ - PARTNER

    Victor Gomez is a northern California native with a wealth of experience in local, state and federal policy. A native of Hollister, California, Victor has served as Mayor of Hollister and two terms as a City Council member.


    In addition, Victor served as President of the League of California Cities - Monterey Bay Chapter, advocating for sound policy at the state level. He understands the needs of local elected officials giving him the inside edge on navigating through the labyrinth of local government.


    Victor spent a number of years as a legislative staffer for the City of San Jose both as Deputy Chief of Staff for Council Member Johnny Khamis and Chief of Staff to Vice Mayor Magdalena Carrasco.


    Victor's political roots run deep. Both his father and grandfather served as Mayor's along with Victor's older brother, who served as Mayor of Glendale, California.


    Victor has led entitlements in a number of California cities in San Benito, Santa Clara and Santa Cruz Counties.


  • MICHAEL COLBRUNO - Strategic PARTNER

    Michael Colbruno is a founding partner of The Milo Group of California. He began his career as a journalist and news editor, before moving on to jobs at all levels of government, and eventually, a successful career in the private sector.


    For eleven years, Mr. Colbruno served as Vice President of Government Affairs for Clear Channel Outdoor/Northern California. He handled all interactions with government officials at the local, state, and federal level, as well as managing staff, leading development teams, implementing new digital technology strategies, procuring land use entitlements, overseeing legal and public affairs budgets, managing litigation and spearheading community outreach efforts.


    Prior to Clear Channel, Mr. Colbruno worked in local and state government as a legislative director and chief-of- staff in the San Francisco Mayor’s office, San Francisco Board of Supervisors and California State Assembly. 


    He was in charge of all legislative activities and interacted between various levels of government. He handled media, staff relations, budget issues, public policy and staffed various committees, as well as serving as the liaison between the San Francisco Mayor’s office and the Board of Supervisors. He has regularly served as a delegate at both state and national Democratic Party Conventions.


    He has been appointed by four mayors to serve on the Oakland Planning Commission and the Oakland Port Commission. 


    He served two terms as president of the Planning Commission and was selected to oversee the re-zoning effort in Oakland. In 2013, he was unanimously approved to serve as a member of the Oakland Port Commission, where he as served as President and Vice-President.  He is serving in his third term and is currently chair of the Environment & Sustainability Ad Hoc Committee. 

     

    In the non-profit world, he has served as chair of the Chabot Space & Science Center, Equality California Board of Directors, founder of the Philharmonia Baroque Orchestra Corporate Counsel and chair of OakPAC and the East Bay Animal PAC. He was named the “Corporate Citizen of the Year” by the Oakland Metropolitan Chamber of Commerce. 


    He is currently a board member of the Merola Opera Program in San Francisco, a Founding Board member of the UC Theatre in Berkeley and the Opera Parallèle Advisory Board.

       

    Along with historian Dennis Evanosky, he is co-author of the book “Lives of the Dead” (Stellar Media Group, 2015) and a contributor to “Street Art and the War on Terror” (Rebellion, U.K., 2007).


  • NARA DAHLBACKA - strategic PARTNER

    Nara Dahlbacka is a dedicated professional political operative residing in Lake County, with roots in Oakland and a deep passion for making government work for her clients. 


    With over 15 years of experience in political work, Nara's expertise encompasses diverse areas such as public affairs, government relations, permit expediting, campaigns, community organizing, complex land use and zoning entitlements, reproductive rights, animal welfare, and healthcare justice. Nara has become known as Milo's 'Queen of Green,' leading the firm's cannabis and drug policy efforts since joining in 2016. Her expertise now covers psychedelic policy as well as cannabis.


    A strong advocate for the community, Nara serves in multiple influential roles, including the cannabis industry appointee to the Lake County Cannabis Taskforce, the 49th agricultural association board, Vice Chair and Ex Officio for Asm Cecilia Aguiar-Curry on the Lake County Democratic Central Committee, East Bay Animal PAC board member, and immediate past President of the Cat Town Oakland board, board member for the Lake County Cannabis Alliance, and as a company member of Queer Cat Productions.


    Driven by a genuine commitment to her craft, Nara is a certified Ganjier, demonstrating her comprehensive knowledge of the cannabis industry. She thrives on serving the community and leveraging her expertise to make a positive impact in her surroundings.

  • Hirsh Jain - Strategic Partner

    Hirsh Jain is the Founder of Ananda Strategy, a strategy consultancy that helps clients in highly regulated industries navigate quickly evolving policy environments and achieve their strategic growth objectives. Prior to founding Ananda Strategy, Hirsh worked as an executive at McKinsey & Company, Airbnb, MedMen and Caliva.


    At McKinsey, Hirsh was an Engagement Manager in the company's Public Sector Practice. In this role, he provided critical support to President Obama's Council on Jobs and Competitiveness (PCJC) chaired by the CEO of General Electric, Jeff Immelt. While at McKinsey, Hirsh also worked with leading global financial institutions and healthcare organizations to adapt to changes in federal policy, such as the Dodd-Frank Act, the Affordable Care Act and other key pieces of legislation.


    At Airbnb, Hirsh served as the company's Global Policy Lead, working closely with government officials around the world to develop legal and regulatory frameworks that enabled Airbnb to operate legally and successfully throughout the globe. Crucially, Hirsh managed Airbnb's public policy strategy and policy negotiations in its most important global markets, including Beijing, Chicago, London, Los Angeles, Madrid, Miami, Montreal, Moscow, New Delhi, New York, Paris, San Francisco, Sydney, Tokyo, Toronto and Vancouver.


    Following Airbnb, Hirsh was the West Coast Director of Government Affairs at MedMen, one of the largest cannabis retailers in the country. He developed and implemented MedMen's policy strategy and approach to regulatory compliance in Arizona, California and Nevada, which comprised the majority of the company's footprint. Hirsh was also the Director of Government Affairs at Caliva, one of the leading cannabis brands in the country, helping the company navigate a myriad of local, state and federal policy issues.


    Hirsh has a B.A. in Philosophy from UC Berkeley, and a J.D. from Harvard Law School.


  • JIM COGAN - strategic PARTNER

    Jim is currently consulting for the City of Ventura helping to manage the Main Street Moves project and works with a number of clients seeking land use entitlements. Jim specializes in complex local policy work, community relations, and obtaining land use entitlements throughout the Central Coast of California and San Francisco Peninsula. 


    Jim lives in Paso Robles, CA with his wife and two sons. He brings a deep understanding of the government affairs and regulatory challenges facing businesses large and small. He has worked with and for technology startups and fortune 500 companies. 


    He has over 25 years of experience in local government, first working as a Policy Aide and Chief of Staff at the City of San Jose, Government Relations Representative for PG&E in San Mateo County, Housing and Economic Development Manager for the City of Menlo Park, Interim Economic Development Manager for the City of Ventura and Assistant City Manager of Paso Robles. 


    Jim also works with two technology startups. He has strong connections within the Central Coast currently serving on the Paso Robles school board and immediate past chair of the City’s Supplemental Sales Tax Oversight Committee, as well as a recent board member for the Chamber of Commerce, Recreation Foundation and Heritage Ranch Owners Association. 


    In all his different positions, Jim’s passion and expertise has been in helping businesses navigate their way through city hall to secure the government approvals necessary to get to market as soon as possible.


  • MIRIAM KALI-RAI - OFFICE MANAGER

    Miriam Kali-rai has a combined 15 years of retail banking experience achieving the position of Asst. Branch Manager. A California Real Estate Licensee is experienced in new home sub-division sales for Kaufman and Broad for five years earning top sales in the South Bay Division her first year. 


    Miriam spent 17 years as property management accountant for a South Bay developer: accounts payable, filing monthly reports and aggregating tax related documents. Miriam also has 6 years experience as a property manager of a multi-tenant commercial office building in Los Gatos managing leasing of available office suites, property maintenance, tenant improvements, repairs, vendor management and tenant needs. Sometimes you may catch her with a shovel upgrading  the office landscaping.


    Miriam has organized meaningful industry events of 500+ guests as well as creating ongoing social media outreach that benefit their clients.  Miriam is regularly engaging local elected officials with policy updates and works with media messaging. Professional office management is an additional responsibility in all aspects of the office environment such as fund raising, government agency reporting requirements, business development, research, staff support and accounts receivable and payable

    Miriam was born and raised in San Mateo and Santa Clara counties of immigrant parents, speaks French as English is her second language.   


    She is a stellar home chef and fashion enthusiast and enjoys sharing her passions through numerous social media websites with articles, reviews, personal recipes and fashion tips to enthusiastic followers.  In her off time, Miriam has acted as Floor Director of a Comcast community television cable show. She is most comfortable in her element being surrounded by friends and family over dinner at home.  


  • AALIYAH GOMEZ - GOVERNMENT AFFAIRS-PINNACLE STRATEGIES

    Aaliyah is currently a student at San Jose State University pursuing her degree in the arts. Aaliyah has served as a Parks Commissioner for the City of Hollister, appointed by Councilmember Tim Burns. She comes from a long line of public servants, including her father, uncle and grandfather who have each served as Mayor’s of their respective cities. Aaliyah has spent the last few years as a policy aide for a local political and government affairs firm before joining Unite Strategies, LLC.
